So let me see if I get this right.

After the 9/11 attacks, and the thousands of small assination attacks conducted in Iraq against US interests, the President of the United States goes a nation which has seen a great deal of recent violence, which has 2 breakway regions Source: Reuters, and is situated in an area near many suspect regions MAP.

The government is recent and came to power with violence.

And the American President, who rules over a nation guarded by an army of fingerprint scanners, goes in to a crowd.

There can be no doubt that this was no message. The person was trying to conduct a major terrorist operation, one that could be considered on the scale of 9-11 since it would impact a major event.

But Bush was so desperate for his Reagan moment that he had go where he could getting a cheering crowd. And the only place where that is possible was Georgia. So politics always before policy.

If that bomb had gone off it would have exploded a ton of pain for the US. I am assuming that with no claim of responsibility it was not Al Qaeda or anyone in Iraq. So who may have done it.

Most likely is some nut.

2. Small group of nutters (they pretty much are the most like)
3. Group from breakaways.
4. Chechan
5. Syrian
6. Iranian
7. Russian (we are now getting in to rang of impossible.)

So what have we got here. Given the nature of the attack and the failure of anyone to make a claim on the Internet we have some nutter who managed to get an RPG in to a crowd around the President. Must be they don't have metal detectors in Tiblisi. What a surprise.

One possible was the large criminal organizations in the region, but I think they are even less likely then the Syrian since it would be hard to see what they would have had to gain.

The best novel one would se a group of US CIA officals disgusted with the way Bush is running the war on terror. The other good one is that Cheney wanted a chance to run as the sitting President. But this is like Saddam having WMD and working with Bin Laden.
